The Tulsa City Council exercises "all legislative powers of the City of Tulsa," except for the rights of initiative and referendum reserved to the people (Charter, Art. II § 1). The Council also adopts budgets and amendments, and makes appropriations by ordinance (Art. II § 7.1).
